The Act gave the Bonneville Power Administration, the federal agency that sells the output of the Federal Columbia River Power System, increased responsibilities and authorities, and the Council was intended to provide a counterbalancing influence and give the states of Idaho, Montana, Oregon, and Washington a voice in Bonneville's policies and actions.
