Because of these variables, it is imperative that development of a floodplain management program be done at the level that it will benefit the most.
Although a comprehensive federal, state, and local partnership for floodplain management may eventually be defined and activated, communities should recognize the desirability of maintaining control of their individual floodplain management programs.
