Because of these variables, it is imperative that development of a floodplain management program be done at the level that it will benefit the most.
Although a comprehensive federal, state, and local partnership for floodplain management may eventually be defined and activated, communities should recognize the desirability of maintaining control of their individual floodplain management programs. History has shown that well-intended, rigidly-defined, broad-spectrum federal programs (e.g., the EPA NPDES Municipal Permit Program) can be expensive, difficult to implement and monitor, and lack local stakeholder input and support.
The purpose of the work reported in this paper is to determine the extent to which floodplain management programs are indeed reducing the value of vacant land in the floodplain.
Finally, floodplain management programs' organizational and operational characteristics may influence their impacts on development.
Existing floodplain management programs, since passage of the Flood Control Act of 1936, have been controlled in large part by the federal government.
