DeQueen-Mena Educational Cooperative Foster Grandparent Program was developed as a result of the Smart Start initiative of the state of Arkansas.
At present, the annual Federal cost for the Foster Grandparent Program is $65,800-000 ($3,508 per slot); the Senior Companion Program, $29,000,000 ($3,723 a slot); and the Senior Community Service Employment Program, $390,000,000 ($6,053 per slot).

To encourage interaction between seniors and children, Vancouver created the Foster Grandparent Program. A foster grandparent spends 20 hours a week one-on-one -with an at-risk youth, forging a supportive relationship by helping with school work, reading, playing games, or just listening.
