A third faction, smaller in Congress than in the states, holds that the issue of money in politics is not a function of the 1974 law or the practices of 1996, but an eternal problem that can only be solved with a new approach: voluntary full public financing of campaigns
. Whether money comes from PACs, party soft money accounts, bundling, or even small individual contributions, private money presents some of the same problems: it gives some candidates an advantage in being heard, and it comes with strings attached.
As Senator Paul Wellstone has noted, the most promising approach so far is the comprehensive reform approved last November by the voters of Maine--imposing spending limits and full public financing of campaigns
. Wellstone and Senator John Kerry plan to introduce a similar measure in Congress.
