At the end of Phase 1, TSI planners envisioned a soft integration taking place over 18 months during which the functional working groups
would continue to learn about each other's operations, evaluate and test shared workflows, and actively look for ways to expand the 2CUL vision.
If you have been around for a while, you will remember some or all of these: management by objectives; theory X/theory Y/theory Z; total quality management; quality circles; knowledge management; business process reengineering; balanced scorecard; 360-degree reviews; integrated product teams; cross functional working groups
; or any of a dozen others.

These functional working groups (with project leads from both institutions) represent: batch processing, copy cataloging, database maintenance, electronic resources, electronic resource troubleshooting, monograph ordering, monograph receiving, non-MARC metadata, original cataloging, and print serials.
