Although the
GLSE is unstable in the presence of multicollinearity, several studies have suggested that the estimate of variance based on least squares estimator is superior to the estimates based on other shrinkage estimators, for instance, see Ohtani [35], Dube and Chandra [36], and Unal [37].
With GLS-ARMA, the standard deviation of the residual means is only .34, compared to .37 for
GLSE. (The residual variance ratios show essentially the same performance level with, for example, only 9 of 131 scores exceeding 3.0 in
GLSE or GLS-ARMA.) These residual departures seem small and bolster our confidence in the GLS-ARMA model estimation and specification.
The GLSE initiative is captured in a "strategic doctrine" document due to be published soon.
The GLSE document captures the NAVSUP role in the functional areas of acquisition logistics, supply chain management, operational logistics capability, contracting, deployment and distribution, distance support, logistics planning, and includes the Logistics Common Operating Picture (LOGCOP).
The NAVSUP enterprise tested the GLSE enterprise response capability in support of 5th Fleet deployed units and during exercise Citadel Gale, Commander, Navy Installation Command's (CNIC) annual hurricane preparedness exercise; and exercise Citadel Rumble, CNIC's annual all-hazards exercise.
