The services sector with 41.6 per cent contribution to the GSDP in 2018-19 has overtaken other sectors as a major driver of the state's economy.
Firstly, we find that percentage of aggregate public expenditure to GSDP increased significantly during the study period.

Fiscal deficit of states will be anchored to an annual limit of 3% of gross state domestic product ( GSDP) and they will have the flexibility of 0.2% over and above this limit for which borrowing limits would be fixed if their debt-GSDP ratio is less than or equal to 25% in the preceding year.
The new plan "does not comprise any stereotype projects, but focuses on grand projects related to its policies and targets, through coordination between the Ministry of Finance and the General Secretariat for Development Planning (GSDP)", the minister noted.
As a percentage of the GSDP, the estimated fiscal deficit is 4.79 per cent.
