The smallest predefined threshold to detect a homogeneous block at each level is (0.25 x N) and the remaining two thresholds are [t.sub.h1] = 6.4 [+ or -] 0.5 and [t.sub.h2] = 8.4 [+ or -] 0.6 to obtain good quality output video.
