The federal government has proposed a hike in the federal excise duty (FED) to Rs300 per kg on green leaf threshing (GLT) at cigarette manufacturing plants in the budget for FY20.

Sources said that the advance tax of Rs 300 per kg is applicable only on the tobacco that enters the Green Leaf Threshing (GLT) plant.
Under the present rules, the exporters having green leaf threshing (GLT) units are not liable to pay federal excise duty (FED).
'But the fact is that we do not process the green leaves to the cigarette grade, tobacco is consumed in making naswar and other products,' Haji Abdul Nabi said, adding that 'only the multinationals could export green leaf threshing after processing it to high grade and the locals growers or wholesalers are now forced to sell their produce only to multinational companies'.

The committee was informed by member Senator Dilawar Khan that the price of per kg raw tobacco was around Rs180 but the SRO 1149 of 2018 had imposed Rs300 duty on it adding that that the multinationals could export green leaf threshing, whereas local manufacturers were unable to export the same.
The government has also increased the federal excise duty on unmanufactured tobacco produced by Green Leaf Threshing (GLT) units from Rs10 per kg to Rs300 per kg.
