The findings of the HASCAS report, the investigation by Donna Ockenden and a health board study were looked at - as were details of inquiries undertaken by North Wales Police, she said.
Now Clwyd West Assembly Member Darren Millar has called the PS1.4m HASCAS study into failings of dementia patients at Tawel Fan a "whitewash".
"I would suggest the claim in the overarching HASCAS report that there was no institutional abuse at Tawel Fan is no longer supportable.
Last year, a 356-page HASCAS report said there was "no evidence to support findings of abuse from a perspective of cruel or inhumane treatment and neither is there any evidence to support the notion of institutional abuse or neglect".
HASCAS was tasked with writing individual reports on patients for the families, staff reports for the health board, and a thematic report on the overall scandal.
The Welsh Government spokesman added: "An update on the Ockenden review and the HASCAS investigation was provided at the November health board meeting.
"Some people only found out what happened to their loved ones years after it happened, and after North Wales Community Health Council got involved - and still apparently no one is to blame and nothing has actually been done to improve things." A spokesman for Betsi Cadwaldr University Health Board said: "We have taken action on the findings of the Ockenden and HASCAS reports and invested substantial additional funding into our Older Persons Mental Health services.
The full statement says: "Our initial response to yesterday's report by HASCAS is that we cannot and will not accept the findings as they are contrary to what we ourselves have witnessed and experienced.
The Health Board should read Francis Report on Mid Staffs; Keogh Report on failing hospitals; Medical College Reports on Betsi, HASCAS Review of Betsi etc.
But the new investigation by the independent Health and Social Care Advisory Service (HASCAS) did not substantiate the previous claims and said there was a "good overall general standard" of care on the ward.
REMEMBER the pantomime of the Health and Social Care Advisory Service (HASCAS) report on Tawel Fan being released to BCUHB 2018 at a hotel full of press and media, with the Tawel Fan families locked out in the street - followed by the 'whitewash' headline that there had been 'no Institutional abuse' at Tawel Fan.
But the Health and Social Care Advisory Service (HASCAS), which was commissioned by Betsi Cadwaladr University Health Board to investigate the matter, has been heavily criticised for delays in publishing its own report.
