"The HCIC's decision is a good step; furthermore the Government has agreed to three out of our four basic demands which are: Mandatory membership, teachers rights to demand an increase on their salaries, financial and administrative independence, and assigning any adjudication of disputes to the judicial authority without any interference; however, our future stance will depend on the approval of the fourth and main demand of mandatory membership," President of the National Committee to Revive the Teachers Association (NCRTA), Mustafa Rawashdeh, said.
In spite of that, a surprise decision by NCRTA was announced calling on teachers nationwide to start on March 20 an open strike in public schools until their demands are met; the strike which lasted for five days, bolstered by a teachers' protest in front of the Lower House on Tuesday March 22, has accelerated the HCIC's decision, removing the constitutional obstacle.
But they were forced to quit from their posts by the Higher Council for the Interpretation of the Constitution (HCIC) which ruled on Tuesday that all ministers, senators and deputies with dual nationalities "should leave their posts immediately" under the constitution even if they had applied to abandon their non-Jordanian nationalities.
Three decades later, with the sprouting of other professional associations, Jordanian teachers collected 68,000 signatures and raised them in 1993 with a memorandum to the Parliament; however, the Higher Council for the Interpretation of the Constitution (HCIC) considered the request unconstitutional; since then, thousands of teachers in Jordan remain until this day the only sector without an organizational body,.
The HCIC's ruling stated that "establishing an association for teachers opposes the nature of the teaching profession and is inconsistent with the Constitution; teachers are considered public employees, which means that their loyalty and organizational background should only be to the state".

"This demand was never given up; the Jordanian government of Mudar Badran promised to establish JTA but then transferred the case to the Higher Council for Interpretation of the Constitution (HCIC) which declared that establishing JTA violates the Constitution; the issue was closed by all governments since then." MP Muhammad Al-Hajj told The Star.
To act within the Constitution and after fears of having constitutional contradictions, the Committee referred this matter to the Higher Council for the Interpretation of the Constitution (HCIC), asking if the Lower House is entitled to add the new paragraph to the draft.
