In the knowledge sector, in September 2004 ThaiHealth and HSRI established the Center for Alcohol Studies (CAS) as a national research and knowledge management institute for the reduction of consumption and alcohol-related harms (Center for Alcohol Studies, n.d.).
The tobacco excise tax increase and establishment of ThaiHealth would not have occurred if there had not been key players in each area; HSRI created knowledge, RDF initiated social movement, and OTCC mobilized policy.
Human Services Research Institute (HSRI) organized the syndicate.* Each month HSRI collects information on a specific topic from members of the syndicate.
