The case dates back to a decision by the Institut Belge des Services Postaux et des Telecommunications (IBPT) fixing, from 1 October 2002, the set-up costs per mobile number successfully transferred from one operator to another at 3.86 for a simple installation and 23.41 for a complex installation.
