It also undertook some important initiatives that were, I believe, entirely compatible with its foreign-policy goals: a free trade agreement with the United States, for example; a leadership role in the international economic boycott of South Africa's apartheid regime; full membership in the Organization of American States; establishing in Montreal a federally funded International Centre for Human Rights and Democratic Development (ICHRDD).
But I am aware that continuing deep cuts in Canada's foreign aid have pushed it below 0.3 per cent of GDP; that Canadian bilateral aid remains among the most highly tied donor programmes; and that Ottawa has not only refused to resume its initial multi-year funding of the ICHRDD, but it has also imposed an 8-per-cent budget cut on the Centre for 1997-8.
In carrying out this work, the ICHRDD
is part of the Canadian Coalition for an International Criminal Court--and is on the steering committee for the International Coalition for an International Criminal Court (known as the CICC).
Ariane Brunet, Women's Right's Coordinator at Canada's International Centre for Human Rights and Democratic Development (ICHRDD
) adds, "This is an issue that is at the forefront of the women's movement; gross violations of the rights of Afghan women are happening as we speak." She also stresses the need for Canadians to continue solidarity work, education and support.
