It also undertook some important initiatives that were, I believe, entirely compatible with its foreign-policy goals: a free trade agreement with the United States, for example; a leadership role in the international economic boycott of South Africa's apartheid regime; full membership in the Organization of American States; establishing in Montreal a federally funded International Centre for Human Rights and Democratic Development (ICHRDD).
But I am aware that continuing deep cuts in Canada's foreign aid have pushed it below 0.3 per cent of GDP; that Canadian bilateral aid remains among the most highly tied donor programmes; and that Ottawa has not only refused to resume its initial multi-year funding of the ICHRDD, but it has also imposed an 8-per-cent budget cut on the Centre for 1997-8.
In carrying out this work, the ICHRDD is part of the Canadian Coalition for an International Criminal Court--and is on the steering committee for the International Coalition for an International Criminal Court (known as the CICC).
