IDEQ had issued $20.5 million in loans to North Lake to fund three local improvement districts (LID) to connect Tamarack to North Lake's treatment system and upgrade the system.
One of those districts was the 532 acres with $11.6 million remaining unpaid on the sewer bond, said Tim Wendland, IDEQ's loan programs manager.
IDEQ will now try to sell the property for another phase of Tamarack development.
