Festival founder and IFFW board member Berwyn Rowlands said in a letter to Mr Pegler, "The board discussed the issue at great length but it was felt that as Cardiff has only hosted four International Film Festivals it would be premature to consider any issues relating to the relocation of the festival."
A 600-name petition is due to be presented to the IFFW board today urging them to consider moving the festival from Cardiff to its former home.
"We moved to Cardiff for a number of reasons but the main problem was getting the stars to attend due to the distance, " said Mr Rowlands, who is a board member of IFFW.
Around pounds 130,000 is invested in IFFW compared with pounds 1m in the Edinburgh Film Festival, but this year it has been able to attract more sponsorship.
