It is within this recent policy context that Indigenous RHD participation has emerged as a critical dimension of social inequity, particularly in relation to Indigenous struggles to be heard in major Australian institutions (IHEAC 2011).
In 2006, prior to the election of the Commonwealth Labor Government, the Indigenous Higher Education Advisory Council (IHEAC) identified seven priority areas for policy and resource intervention.
