Em 1997, com a criacao da International Network for the Prevention of Elder Abuse (Inpea), foi adotada uma conceituacao para violencia ou abusos em idosos, ratificada pela OMS em 1999: Entende-se por abuso na velhice o maltrato praticado em uma pessoa idosa; pode ser uma acao unica ou repetitiva, ou mesmo uma ausencia de acao, que ocorra em uma relacao onde exista uma expectativa de confianca, causando sofrimento, desgaste ou angustia a uma pessoa idosa.
