Regarding the thorny issue of producer liability, the Coalition believes each producer is responsible for the products he puts on the market ("individual producer responsibility principle") but Member States should provide a mechanism to ensure the compliance of each producer with its obligation on the basis of national registers (similar to adopted legislation such as WEEE).
This is known as the principle of Individual Producer Responsibility (IPR), where sellers of electronic items bear responsibility for financing the treatment of their own-branded e-waste, discarded by their customers.
According to the plastics recycler, fresh strategies are required, such as rewarding 'desirable' behaviours and encouraging individual producer responsibility linked to fiscal benefits, to encourage motor vehicle manufacturers to reuse more plastics from end-of-life vehicles (ELVs) in new components.
This is particularly true in the case of individual producer responsibility. The EEB claims this is "an important victory in environmental legislation; making companies responsible individually for the treatment of their products once they are no longer used is an essential incentive for minimising the environmental impact and improving the environmental characteristics of these products".
