(5) Our review of agencies' fiscal year 2007
IPIA reporting did not include an in-depth analysis of the steps an agency has taken or plans to take to ensure manager accountability for reducing improper payments, set governmentwide performance standards for proper payment goals and expectations, or establish agency-reported error rate targets for reducing improper payments.
For FY 2004, the GAO reviewed Performance and Accountability Reports (PAR) from twenty-nine agencies and reported on the challenges remaining in meeting the aforementioned requirements of the
IPIA. (406) Specifically the GAO noted that the federal government had made progress because twenty-three of the twenty-nine agencies reported they had completed identifying programs at risk for improper payments and seventeen of those agencies had estimated and reported over $45 billion of improper payments.

The completion of risk-susceptibility assessments on programs is a positive step toward addressing
IPIA requirements.
While agencies have made progress, GAO identified ongoing challenges in key areas related to

IPIA implementation, fiscal years 2004 through 2006, USAID and NASA performed various procedures to conduct their risk assessments.
DOD is taking steps to more fully assess and report on its travel program for improper payments for future
IPIA reporting.
Fiscal year 2005 marked the second year that executive agencies were required to report improper payment information under the Improper Payments Information Act of 2002 (
