At the Mine Action Center, I had an additional role besides managing demining operations: I was a signatory to a checklist in Bagram that had to be signed before a unit could even propose its construction needs before the JFUB. What I was unaware of was the need to scrutinize the intricacies of letters of justification.
Because available engineer resources were constrained by the need to support uplift operations, actually getting the letter of justification to the JFUB proved to be challenging.
Once the design was completed, the Prime BEEF Squadron created the JFUB packet to determine the cost of the project.

Once approved, the packet was prioritized to go to the actual JFUB. Each regional command could submit 10 projects to the board each Saturday.

The unit then submitted the IGCE, an approved DA Form 3953, and a letter of justification to the JARB and JFUB
. Once approved by the boards, the packet was sent to the Joint Contracting Command-Iraq/Afghanistan, which sent the packet to the RCC located at Camp Taji.
The JTF commander's logistics staff, J4, may form a Joint facilities utilization board (JFUB
) in order to handle these issues most effectively.
The team should also insist on the creation of a JCMEB, JFUB
, and CLPSB, as explained in JP 4-0, to prevent duplication of effort and requirements.
* JFUB: An MNC-I board validates and makes an approval recommendation for construction projects costing more than $200,000.
Large requests (more than $200,000) must be previously validated by the JARB or JFUB.
