If you read through the Evening Mail for September 1966 you will find an article by one Geoffrey Skelsey, a member of the then LRTL, suggesting that the then under threat of closure railway between Birmingham and Wolverhampton should be converted to ligh t rail as had a similar line in Boston (Ma).
The LRTL and Railway Development Association did produce some pamphlets, which you can find in the Central Library, expounding this idea and others, many but not all of which have taken place.
