The Texas Legislature created the Fort Bend Subsidence District (FBSD) in 1989 [14] and the Lone Star Groundwater Conservation District (LSGCD) in 2001 [15] to manage groundwater resources and minimize land subsidence occurring in the Fort Bend County and the Montgomery County, respectively.
