In a letter to financial regulatory agencies on December 24, 2013, the Loan Syndications and Trading Association (LSTA), Securities Industry and Financial Markets Association (SIFMA), Structured Finance Industry Group (SFIG), American Bankers Association (ABA), and Financial Services Roundtable (FSR) pleaded for guidance that would say CLOs aren't an "ownership interest" under the final rule and therefore are exempt from the ban on proprietary trading.
