The LGRI (2007) report noted that according to long-term council community plans (LTCCPs), which all local authorities in New Zealand must produce, capital expenditure is forecast to increase substantially over the ten-year period 2006/07 to 2015/16, with aggregate spending on infrastructure totalling around $31 billion.
