In October 1997, the Scottish Office established a Land Reform Policy Group (LRPG) `to identify and assess proposals for land reform in rural Scotland, taking account of their cost, legislative and administrative implications and their likely impact on the social and economic development of rural communities and on the natural heritage'.
Who owns Scotland is supposed to be a problem being tackled by the Land Reform Policy Group - a quango that so far has proved to have the claws of a salmon and the teeth of a pheasant.
The changes will be recommended by the Land Reform Policy Group, chaired by Scots Environment Minister Lord Sewel.
