Anyone--the single mother in the ghetto with a fistful of lottery tickets, betting the babies' formula on a 13-million-to-1 chance at a dream; the gambling junkie, maxing out his credit card and chasing his losses, mouthing the prayer that diagnoses an addict, "God, get me out of this one and I'll never do it again"; or the politician, so far over his head in gambling plunder that he'll lie, cheat, steal from his constituent-family, and forget his job to keep the game going.
The problem is that the federal government hands out billions of dollars, and people will lie, cheat, steal, or bribe to get it.

When I joined the PMA some 60 years ago, one of the first "indoctrinations" I received from upper-class mentors who scared the sh-t out of me with their shouting and bullying, was on a publication called "The Honor Code." Briefly, the Code stated "we the cadets do not lie, cheat, steal nor tolerate among us those who do." Truth to tell, I missed my warm bed at home, the home-cooked meals that were always ready when wanted, the feeling of security surrounded by loved ones, and here was this complete stranger telling me how important it was not to lie, cheat or steal.
The PMA Honor Code states that cadets must not lie, cheat, steal, or tolerate such offenses among them.
Questions have been raised about why and how, despite the honor system, a number of PMA alumni have found themselves embroiled in cases that are clear violations of the Honor Code, under which cadets vow "not to lie, cheat, steal nor tolerate those who do."
This is a case where PMA Cadet 1CL (First Class) Aldrin Jeff Cudia was allegedly summarily tried and convicted of breaking the honor code which states that: "A Cadet does not lie, cheat, steal, nor tolerate those who do." The case is now on appeal with the PMA Cadet Review and Appeals Board (CRAB).
Lying is a violation of the honor code, which states cadets "do not lie, cheat, steal nor tolerate those who do."
The PMA's Honor Code states that: "We, the cadets, do not lie, cheat, steal, nor tolerate among us those who do so."
