Not surprisingly then, the Long Island Sound Study recommended placing effluent nitrogen limitations on wastewater treatment plants discharging into the Sound or into tributary river basins.
Responding to the Long Island Sound Study, the Connecticut Department of Environmental Protection (DEP) issued a planning policy in September 1989 requiring all new or expanded wastewater treatment plants tributary to the Sound perform feasibility studies to assess the viability of removing up to 90 percent of their influent nitrogen.
