Most prominently, the parties to the UN ECE agreement on Long Range Transboundary Air Pollution (LRTAP) agreed to negotiate a new protocol on POPs (and a separate protocol on heavy metals).(96) This negotiation recently concluded with an agreement that sets forth detailed obligations to reduce and, in some cases, eliminate the production, use and/or release of 16 POPs, including the 12 POPs identified in the global POPs negotiations.(97) The negotiators also developed a set of criteria for adding new substances to the regime in the future, and a base set of scientific data and other information relevant to work on POPs in other settings.
