MCDEP uses a three-phase approach, beginning with a written test conducted in a mass setting, usually held at night.
Within this system, MCDEP individualizes each component to suit the particular needs of the department, taking into consideration the goals and ideals of the department; the management styles used by the director and upper-level managers; and the educational level, the technical expertise, and the individual personalities of employees.
MCDEP expects each employee to understand the mission of the department and how that mission furthers the overall goal of protecting the environment and the public's health.
Work plans for MCDEP employees contain four or five general accountabilities, each of which may consist of three to five tasks, and possibly five to six performance standards.
