It is composed of the military chiefs of staff of each EU country (except Denmark), who are represented by their military representatives (MilRep).
During the Partnership for Peace (PfP) Planning Symposium in Oberammergau, Germany, on January 1819, 2001, Captain Vladimir Barinov, senior assistant of MILREP of Russia to NATO, stated that the following technologies are features of the development of tactical weapons for Russian general-purpose forces: a common multi-warhead missile system for next-generation land forces; integrated weapons systems for land forces; high-accuracy weapons systems for various purposes, mountings, and ranges; and a common family of anti-aircraft missile systems and theater missile defense.
