The inter-agency Human Trafficking Management Board met quarterly, and in August 2010, MOWAC, with support from an international organization, held a two-day information-sharing forum for NGO and government representatives in an effort to improve coordination among anti-trafficking stakeholders.
As challenges, MOWAC itself identifies socio-cultural constraints, behavioral and attitudinal changes and lack of sex-aggregated data for decision making.
MOWAC has however emphasized the role of micro credit in the empowerment of women, yet this in the long term tends to impoverish them even further as they remain on the borderline for poverty.
MOWAC formalized the vertical approach to dealing with gender by appointing gender desk officers to each Ministry, Department and Agency to implement 'gendered policies'.
