(61) According to press reports, the Coast Guard's Maritime Security Risk Assessment Model (MSRAM), which was used by the DHS to help evaluate its 2006 grant program applications, dealt only with "plausible" scenarios, such as small boat attacks on oil terminals, and did not attempt to evaluate the consequences of attacks using weapons of mass destruction.
Numerical ratings from the MSRAM program reportedly accounted for 25% of port security grant applicants' overall application score in round six.
