law took effect: 25 percent more every year until the fees doubled in 2004.
The unspent MVUC
collections, which are car registration fees paid at the Land Transportation Office (LTO), could be a funding source that can help local efforts, Recto noted.
Citing government data, Recto said unspent MVUC
collections, or the car registration fees paid at the Land Transportation Office, amount to some P46.25 billion as of December 2018.
"If this will not be done, then we will be going back to the old system of treating MVUC
collections as off-budget expenditures.
Prior to the enactment of the law, the Road Board managed the MVUC
fund, or the tax imposed on road users.
Based on the draft of the MOA, the Road Board will address the request to the local chief executive for the identification of projects to be funded under the MVUC
Like the MVUC
method, the PF method also estimates a more severe downturn at the beginning of the 1990s than the other methods.
The total collection for the MVUC
is P166.18 billion since RA 8794 was implemented from 2001 to May 2018, according to official figures submitted to the Senate.
The Road Board pointed out that due to the abolition of the office, the contract of the personnel who is assigned to reconcile the MVUC
collections was no longer renewed.
It means that projects funded by MVUC
must be itemized and presented, in the interest of transparency, as MVUC-funded projects," Recto said.

While the use of the MVUC
has been modified by a new law Duterte signed last April 8, it can still be used to complement road clearing operations, Recto said.
