Joint Irrigation Sector Approach (JISA), the Bank will promote the transition from a centrally managed system to one that is community-based by increasing the farmers operational responsibilities.
In this context, the Ministry of Water Resources and Irrigation (MWRI) considers the management transfer of irrigation facilities (Irrigation Management Transfer: IMT) to the Water Users' Organization (WUO) as one of the most important measures for the efficient use of agricultural water resources.

Approach: Making use of its various complementary areas of work, the project aims to involve the two ministries (MWRI and MALR), with their decentralised structures, and water users in the necessary advisory processes on integrated water management.
MWRI and MALR are receiving advice on institutional and organisational development, personnel management and development, and donor project coordination.
