After West Virginia's Mid-Ohio Valley Health Department
withstood a 1996 legal challenge to the board's authority to regulate smoking in public places, (12) a number of county boards of health expressed interest in upgrading regulations to cover more public areas.
Under the bill, the legislature would appropriate $100,000 per year to the Mid-Ohio Valley Health Department
(MOVHD) to reimburse volunteer dentists participating in the program $40 per patient to cover the cost of staff and supplies.
A partnership was formed with the Mid-Ohio Valley Health Department
(MOVHD) to implement the project in Calhoun, Pleasants, Ritchie, Roane, Wirt and Wood counties.
