NIACRO spokesman Pat Conway said: "Our involvement is from the prisoners side but the idea has many spin-offs for other members of the community.''
NIACRO believes they are not the same and that is why our system needs to be flexible.
NIACRO has long argued that prisoner release is a crucial part of any settlement in Northern Ireland.

The findings came from the Base 2 group set up by the Northern Ireland Association for the Care and Resettlement of Offenders (
NIACRO).
