Even Asian involvement in the refining sector had been negligible in that period mainly because of IRGC's attitude and because sanctions forced Chinese and Indian firms to decline to participate in projects proposed by NIOPDC and NIOEC. Projects planned for 2012/16 completion are excluded from the table below because they have been mostly shelved, delayed or re-configured under President Rowhani's administration.

TEHRAN (FNA)- Managing director of the National Iranian Oil Engineering and Construction Company (NIOEC) said that a South Korean company has applied to take part in the development project of Isfahan Refinery.
Its engineering and tendering unit, NIOEC, has grown rapidly and now is in charge of NIORDC's projects, in most cases acting as EPC contractor.
"In the first phase, the oil reservoirs will be constructed for storage of Iran's oil in Sierra Leone and in the next phase we will start constructing a refinery; the negotiations have been underway since several months ago and it will be finalized soon," Managing Director of the National Iranian Oil Engineering and Construction Company (NIOEC) Ali Asqar Sajedi told reporters on Monday.
The $2.7bn third phase of the refinery's upgrade was negotiated between NIOEC and IRGC's KuA, with the latter to act as EPC contractor.
NIOEC has been doing the EPC work with the help of local companies as sub-contractors.
During recent Tehran Oil and Gas Show, talks were held between National Iranian Oil Engineering and Construction Company (NIOEC) and foreign companies for cooperation in the construction of the new refinery.
