(19) To support this, the Labour Ministers Council established a senior officers' group to achieve consistency of parent OHS Acts to facilitate the uniform adoption of national OHS standards, and NOHSC established a tripartite National Uniformity Taskforce to expedite the development of those standards.
The establishment of NOHSC therefore saw no transfer of responsibilities from the states to the Commonwealth and no diminishing of state autonomy.
(28) Twice during that period, the states committed themselves to the goal of national uniform OHS standards - once in 1985 in supporting the establishment of NOHSC, and again in 1991 in the context of the Hawke government's "New Federalism" initiative.
These barriers were: the states' treatment of national standards as optional or minimal standards that they chose to ignore or build upon according to local needs and circumstances; the states' continued production of their own standards independent of NOHSC; and their maintenance of principal OHS legislation and procedural lawmaking requirements that impeded the timely and uniform adoption of national standards as drafted.
The government significantly reduced NOHSC's funding, (35) and shifted its strategic focus from standards development to the development of a national OHS strategy within which the states would develop jurisdiction-specific approaches.
In regard to the seven priority issues agreed to in 1992, NOHSC had made 11 standards and 15 codes.
