In terms of the Commitment NSHS could draw the committed capital therefore it was treated as paid - up capital in commercial sense and was not meant to mislead the commission.
The Certificate of Incorporation of NSHS revealed that NSHS was incorporated in Cayman Islands and according to the condensed balance sheet of NSHS as on 31-12-2008 the investors paid-up capital was US$ 8.5 million.
The appellant seemed to have provided the profile of NSHS as parent company at the time of incorporation and SCN was issued by the respondent based on the information provided and the fact USHS was In fact incorporated in Cayman Islands and the condensed balance sheet of NSHS as on 31-12- 2008 showed that the paid-up capital was actually US$ 8.5 million.

To reveal the fact that the value of HMS does not also have a significant impact on the performance of the NSHS, a full-factorial experiment was conducted- In the experiment, the HMS is valued at four levels (5,10,20, and 50) as a fixed factor; above twelve unconstrained benchmark functions with 10-dimension and six constrained functions were employed; the simulation was repeated 30 times, and each simulation underwent 50,000 evaluations for the objective function.
Therefore, the performance of the proposed NSHS algorithm is not affected by the value of HMS.
By the results of analysis of variance as shown in Tables 4 and 6, the performance of the proposed NSHS algorithm does not depend on the initial HM.
The test compared the performance of the NSHS with the original HS algorithm [1] and the other variants mentioned in Section 2, including Mahdavi's IHS [14], Wang's self-adaptive variant represented by HSw for convenience [16], Pan's DLHS [18], and SGHS [17].
For 10-dimension benchmark functions, the superiority of the NSHS is not significant except for functions [f.sub.3] and [f.sub.4], as shown in Table 8.
Although the performance of the NSHS is slightly better than the DLHS, the evolutionary mechanism of the former is simpler and the NSHS does not require too much key-parameters setting.
In addition to the historic SPP, NSS, NSHS, and SCG, the recent publication of the United States National Drug Control Strategy (2007) acknowledges the significant contributions of President Felipe Calderon in fighting the war on drugs; applauding efforts which impact significantly on the drug situation in the United States.
(34.) The United States National Strategy for Homeland Security (NSHS) aligns and focuses homeland security functions into six critical mission areas: intelligence and warning, border and transportation security, domestic counterterrorism, protecting critical infrastructure, defending against catastrophic terrorism, and emergency prepardness and response.
