The study found that the share of credit to agriculture in total net bank credit had significantly declined, especially after the introduction of banking sector reforms.
As per RBI directions, Domestic Scheduled Commercial Banks are required to lend 18% of the Adjusted Net Bank Credit (ANBC) or Credit Equivalent to Off-Balance Sheet Exposure (CEOBE), whichever is higher, towards agriculture.
"A sub-target of eight percent of net bank credit, or credit equivalent amount of off-balance sheet exposure, whichever is higher, shall become applicable for foreign banks with 20 branches and above, for lending to small and marginal farmers and micro enterprises (MSMEs) from FY19," RBI said in a notification.
The sub-target of 8 percent of Adjusted Net Bank Credit (ANBC) or Credit Equivalent Amount of Off-Balance Sheet Exposure (CEOBE), whichever is higher, will be made applicable for lending to the small and marginal farmers for foreign banks with 20 branches and above from FY 2018-19.

In addition, a target of 7.5% of Adjusted Net Bank Credit (ANBC) has been prescribed for Micro Enterprises.
40% of Adjusted Net Bank Credit (ANBC) has been fixed for Priority Sector Lending (PSL) for the domestic banks operating in the country.
