The conclusions of the report emphasise that the European Commission had successfully coordinated the implementation of a new computerised transit system
applying to the circulation, within the Community customs territory, of goods temporarily exempt from customs and import duty.
Such new computer-based data exchange systems include the Common Communications Network/Common Systems Interface (CCN/CSI) and the New Computerised Transit System
Nevertheless, and aside from the new computerised transit system
, the absence of common standards is still preventing electronic communication between the various systems, undermining the efficiency of customs clearing and control procedures (combating fraud).
The most important of these, receiving Euro 43 million, was the New Computerised Transit System
(NCTS), which replaces the traditional paper document with a computerised procedure.
They stress that this includes a records system compatible with the EU's New Computerised Transit System
(NCTS) (see European Report 2565, Section IV).
Commissioner Bolkestein criticised Member States for sluggishness in implementing the New Computerised Transit System
(NCTS), due to start functioning in mid-June 2002.
The latter also gave the green light for the New Computerised Transit System
(NCTS), which will be fully operational in July 2001.
The development of new computerised transit systems
is nevertheless one of the key provisions of the programme.
