The September 30, 1996 Illegal Immigration Reform and Immigrant Responsibility Act (IIRIRA)(113) makes FGM a crime in the United States and requires immigration authorities to develop an immigrant notification and education program.(114) The April 26, 1996 Omnibus Consolidated Rescissions and Appropriations Act (OCRAA
) requires the Department of Health and Human Services (HHS) to develop outreach and education programs for communities in the United States practicing FGM.(115) Those acts, along with the precedent set by In re Kasinga, should provide protection from FGM for an increasing number of women.
