John Ledger, a lobbyist for Associated Oregon Industries who works on the salmon recovery issue, predicts that the Legislature will work toward a comprehensive plan while also deciding on OWEB
That money has been split between OWEB and state parks.
But, as The Oregonian newspaper reported this week, OWEB since 2013 hasn't spent any of its share on the road-related projects that it identified as recipients.
Renee Davis, OWEB's deputy director, says the idea to use the money for staff salaries came from the state Legislative Fiscal Office.
OWEB dedicated $1 million in Oregon Lottery funds for on-the-ground projects to improve habitat in conjunction with Oregon's sesquicentennial celebration, which kicks off in February 2009.
"There is no better gift to Oregon than to celebrate and conserve our natural heritage," said Ken Bierly, OWEB Deputy Director.
