In her motion, Weigler said that between November 2007 and May 2010, organizations tied to Mannix and his campaign office received at least $1.1 million from the OWVA, which was about 43 percent of the charity's total revenue.
The state's lawsuit, filed in 2011, charges that OWVA solicited donations with the claim that the money would go to help veterans, that no more than 10 percent would be used for administration and that gifts were tax deductible.
Although Mannix says his involvement with OWVA was limited, the state believes otherwise.
