This paper provides an overview of evidence on education in South Africa provided by household survey data, with a particular focus on large national surveys such as the 1993 South African Living Standards Survey and the annual October Household Survey. These surveys indicate that racial gaps in schooling persist in South Africa, although they have declined steadily over time.
There are two recent data sources available for such analysis of national inequality; the 1994 October Household Survey (OHS) conducted by Statistics South Africa (Central Statistical Services 1995) and the survey undertaken as part of the Project for Statistics on Living Standards and Development (PSLSD) by the Southern African Labour and Development Research Unit at the University of Cape Town in late 1993 (SALDRU, 1994).
Using information from this excellent resource, in conjunction with the most detailed industry and occupation codes available in the October Household Survey, we were able to infer the presence or absence of industrial council coverage for workers in our sample based on three criteria--magisterial district of residence, occupation, and industry--rather than simply on union density.
Our data are from the October Household Survey of 1995, a large annual survey conducted by the Central Statistical Service.
A significant disadvantage of the October Household Survey is that several magisterial districts in KwaZulu/Natal were not surveyed because they were considered too dangerous for the survey teams.
We used the October Household Survey because it has larger samples and better geographic identifiers than the LSMS, which we need in order to conduct our subsequent analysis.
In addition, while our definition is less coarse than those used earlier, it is still the case that the data available in the October Household Survey are not detailed enough to capture the precise descriptions in Godfrey's Digest.
