The headline reads: "FRB Simplifies Electronic Disclosure Requirements." But then the story goes on to say: "The Federal Reserve Board (FRB) amended Regulations B, E, M, Z, and DD and corresponding official staff commentary to address the timing and delivery of electronic disclosures, consistent with the requirements of the Electronic Signatures in Global and National Commerce Act (E-Sign Act)." I'm sorry, but should the word "simplified" even be associated with something so complicated it has to be spelled out in Regs B, E, M, Z and DD?
The Federal Reserve Board on September 13, 2004, requested public comment on proposed amendments to Regulation E (Electronic Fund Transfers), which implements the Electronic Fund Transfer Act, and the regulation's official staff commentary. The proposed revisions to the regulation would provide guidance regarding the rights, liabilities, and responsibilities of parties engaged in electronic check conversion transactions and would provide that payroll card accounts are accounts covered by Regulation E.
April 3 The Federal Reserve Board issued revisions to its Regulation Z (Truth in Lending) official staff commentary, which applies and interprets the requirements of the regulation.

The Federal Reserve Board's Official Staff Commentary (OSC) released an interim rule in March of this year that specifically addressed some of these public disclosure issues.
The Board is publishing final amendments to the official staff commentary to Regulation C (Home Mortgage Disclosure).
The Federal Reserve amended its official staff commentary in April 1991 by adding comment 226.20(c)3, which states that disclosures required under section 226.20 shall reflect the terms of the parties' legal obligations, as required under section 226.17(c)(1).
REVISIONS TO OFFICIAL STAFF COMMENTARY ON REGULATION Z
The Board has also amended the official staff commentary to Regulation B that gives guidance on the requirements of the regulation.
