For 10 years he was a member of the Onward to Excellence school improvement team, which employed data-driven analyses of school policies and programs.

The Onward to Excellence II model provided a way for the faculty to focus on math, especially Algebra I, and to involve the entire school community in the effort to raise student Algebra I scores on statewide tests.
The district is still run by a highly participatory process called Onward to Excellence, with twice monthly teleconferencing with the five-member Board of Education and an education advisory committee to determine goals, short- and long-range planning and performance expectations.
In fall 1994, staff members and parents began working toward site-based school improvement, using the Onward to Excellence (OTE) program developed and disseminated by the Northwest Regional Educational Laboratory.
