Chow, who is also PBA Holdings and PBAPP chairman, said the programme can better manage the 163,103ha Greater Ulu Muda Forest Reserve in Kedah, the Sungai Muda Water System and Sungai Perak.
PBAPP chief executive Datuk Jaseni Maidinsa also clarified that there has only been one review of the water tariff rates in the last 10 years.
The PBAPP was awaiting approval from the Seberang Perai Municipal Council (MPSP), Malaysian Highway Authority and Keretapi Tanah Melayu Berhad to begin work.
