Respondents acknowledged that in order to properly apply PEQA principles and methods, the practitioner must have a thorough understanding of the complexities of the state-federal VR system, such as disability principles, federal and state regulations, the VR process, agency policies and procedures, the federally mandated performance measures, and the unique circumstances of their VR program.
